is MCP or Forge legal or not?

I'm from Ukraine. Guys, sorry for my English, it's not my native language. However, using MCP is illegal, because it does decompiing of minecraft sources? But what about Forge? Minecraft still not open-source and use obfuscation in latest version anyway, and forge also does decompiling of minecraft sources. If both of them is illegal, so why community uses forge instead of MCP in case in which you can not just add something like using forge, you also can remove something from game or change it with MCP without ASM and so on.
