I have 1.14 forge and 1.12 forge and mods only work on 1.14

I've had 1.14.4 forge for a few months now and decided that I should get 1.12 forge because more mods and all that. I downloaded it and now it works but I can only use mods on 1.14.4. I don't know if I should make a new mods folder or what but now I have 2 forges in the same folder.

 

Edit: I can't make a new folder called "mods" because i already have one.
