This is a stretch but I need help with a 1.7.10 server

I've been trying to set up a 1.7.10 server, and this is my last resort. Installing the server using the handy-dandy install button does not give the required mods folder, and following the generic tutorial to double click the universal install causes it to immediately close. When force activated, it tries to download some files I believe and starts the server, with no worlds folder, mods folder, or anything of the sort.

Update to a modern version of Minecraft to receive support.
