Trouble with potion effects

So I'm trying to give the player a specific potion effect if an item I added is in their inventory.

I can't find any tutorials on how to do this for 1.12.2 (the version I'm working in) and I was wondering if anyone could help?

(Also I started modding about 2 days ago so I'm really new to all this)
