Trying to learn how to mod with eclipse, however Im running into errors starting a new build.

I am trying to learn how to mod in minecraft. I am following simple tutorials online and on youtube however I'm running into issues because the tutorials say to run setupDecompWorkspace which according to other forms doesn't exist so I am missing files that seem to be necessary for example the eclipse file that is supposed to come with forge. Essentially I cant figure out how to set up a basic workspace. Anything that anyone has would be great thank you.
