Arrows with Durability

hello there, I am fairly new to modding and I've got 2 questions: 1) How do i get my arrows have durability like in Tinkerer's Construct, and 2) I made the arrow texture but it doesn't seem to render, how can i fix this?

 

Btw, I am using Eclipse.
