OreSpawn Not working on a server

Me  and my friends want to make a server together i have downloaded the server file from forge. its a 1.7.10 and its version 10.13.2.1230 which is what orespawn says i need on the website. everytime i launch the server and play orespawn doesnt work well. i go into my creative inventory and all the items are there but when i spawn something thats from orespawn, it doesnt work or if i place an ore spawn block it doesnt work. i tried out multiple mods with orespawn and some of them worked. i added the healthbar mod and it worked, i added the sprinting mod and that worked too. however orespawn doesnt work
