Whenever I try to play forge, Minecraft boots up for a split second and quickly crashes and I get the error message "An unexpected issue occurred and the game has crashed. We're sorry for the inconvenience."

I've reinstalled forge and java numerous times, checked if my mod folder was empty, and deleted my configs file. I've never had this issue with versions prior to 1.13. Any ideas what could be causing this?
