I downloaded Minecraft Forge Server 1.12.2 (installer).

I have reinstalled the Java (JRE) most recent version.

Here are the steps I took to get my issue.

I installed the client successfully.

Then I installed the server successfully.

 

Here's the issue.

The file icon was switched from the Java icon to the internet explorer's icon.

I click on the forge-1.12.2-14.23.5.2854. 

After opening the file it does not automatically create the eula, mods, or logs folders. 

 

Here's the fix.

After the server is installed into a new file, within the file select the forge-1.12.2(or whatever version your trying to run) jar file. 

Right click>properties>general> "Opens with" Click change> and select Java(TM) Platform SE binary.

If it's not downloaded then download the most recent version of the Java (JRE) 

The issue was that the files were being opened incorrectly by internet explorer instead of the Java Runtime Environment.

1.12 is no longer supported on this forum.

Please update to a modern version of Minecraft to receive support.

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.
