I am currently developing a mod which will allow you to craft really good enchantment books that go past standard levels (e.g I am creating a craft for a sharpness 6 book), however when these books are combined with items in anvils it just drops the enchant level back down to the standard max level (e.g the sharpness goes from 6 to 5 when put on a sword) . Does anyone know a way I can stop it from doing this, so the books actually give the correct levels when they are combined in an anvil?

You could try using AnvilRepairEvent and set the tool's NBT there manually.
