How to set the block in the world [1.12.2]

I want to set the chisel quartz block in the world, but I can only find the  Blocks.QUARTZ_BLOCK  in IDE

It only sets quartz block not the chisel quartz block 

I know that the data value of chisel quartz block,but I don't know how to get a BlockState from those data value .
