CCL not working, No config file to delete

I'm trying to play some mods that i've never used and one of them uses CCL. I've never had to use it before. I've added it, deleted it, redownloaded it, and even checked the config files. Problem is, I don't have a config file for CCL because it keeps crashing on start-up. Included below is the crash report.
