Issues with installing forge

Hello, I am having issues with installing forge currently, the version is 1.16.2 I get this txt file when I try and open the installer.

Alright, I did it and it is set to C:\WINDOWS\TEMP

I get the exact same problem and it seems to be with any form of forge installer. I even uninstalled and reinstalled java too. if you guys worked out a fix do tell

You haven't tampered with the temp folder, have you?
