In simple Forge installer 1.16.3-forge-34.1.0, directory of minecraft client cannot be changed with error. When I click ... next to the installer directory box, there is no change on UI, but error log are printed on a console.

I found that forge installer of all version make the same error.

I wonder this could be my computer problem.

I reinstalled java but I got same error, and the same error was made with java 11.

If you open a command prompt or terminal with admin privileges and run sfc /scannow, what does it say?

(SFC is a Windows Utility that checks for corruption in system files)

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.

sfc /scannow said there was some damage and restore it successfully.
But it wasn't solve the problem.

Search folder windows isn't appear and the same stack traces is printed on console.

Rebooting after sfc /scannow doesn't work and windows clean install doesn't work either.
