1.12.2 forge server wont load mods when i join

Hello forge support team, My name is Xeroexec. i am trying to make a server to run my roleplay modpack, the problem im having is, when i join the server (im using the modpack, and the server has all the same mods) i can walk around and do vannila stuff perfectly fine, but when i try to place a modded block, it places for a split second then dissapears. also when i start up the server, the console doesnt seem to say anything about loading mods
