Confused On How This Works

So, I am new to Mods and I wanted Shaders. But for Shaders, I needed Forge. I downloaded the files, but I don't know what to do from here. I have looked through all the folders, but I can't find a .exe file or anything to actually start installing Forge. How do I get it to work?

Download the Forge installer from https://files.minecraftforge.net/, it is a runnable jar file. If you have Java installed properly, you can just double click it.

(Dumb Question) Is The Shaders In A .jar File? Or Do You Need Help Installing On Forge, Because I Cant Help If You Are Using Windows, I Use Linux.

So, I reinstalled Java, but it still won't let me do anything.

This tells us nothing.

What exactly did you download? What exactly are you trying to run? What exactly is happening? What do you mean by "won't let me do anything"?

I am downloading the Installer for Forge. And when I am doing the download, yes, it comes up as a .jar file. However, I can't click on it. It won't let me run it as Administrator or anything of that sort. I have Java. I reinstalled it just in case. However, I can't the run .jar file as Administrator.

Do not run the jar file as Administrator, nobody told you to do that.

Please clarify what you mean by "can't click on it", because I doubt your mouse button gets physically blocked as soon as you point your cursor at the file.

What I mean by that is that whenever I click it, it will try to pull up in Internet Explorer, but it won't pull up anything else. I can't do anything in Internet Explorer, it just shows me all of my downloads.
