increasing ping

hi i just starting making mods and learning java in general (have had lots of experience coding before). My friend wanted me to make a simple mod where he can increase his ping to what ever he wants (for pvp and delayed hits or something). after looking online i couldnt find any information on the matter, wondering if anyone could shed some light on the situation.

 

p.s using 1.7 or 1.8 (i know they are like 6 years old lol)
