I can't use mod items on my server 1.12.2

hi, I installed forge, I copied the mods, in the .minecraft / mods folder, I created the server, everything ok, then I try to place any item in the world, but it doesn't let me place it, the mods work because I see them, but I can't use them. the server I downloaded it from forge "install server", I also installed the client, of course, the mods are both in the server and in the Minecraft mods folder.

What do you mean "don't work"?

 

Does the server crash?

 

Or does it run fine, but without mods?

where is the log?
