Forge 1.8.9 doesn't show up in installations

I installed forge for 1.8.9 and ran the installer (both the .exe and .jar). It said forge was successfully installed, but I can't find it in "installations" on the launcher. There is a folder named forge1.8.9xx.xx.x.xx, but there is only a json inside and no jar.

  I have spent days trying to get minecraft forge to launch with my mods, the server starts just fine but clientside I cannot get it to work! I've been changing things to older versions, deleting mods but now I am at a complete impasse and have no idea what to try next.   i just removed the mod and it's not crashing anymore, but if it is that mod then they really need to fix this issue.
