Cant Open forge Installer

So I got a new computer and i downloaded forge before on my old one. But on this computer every time I click on the forge jar file to get it to install the program doesn't open. I don't know if its an issue with java or my computer. Also i tried different Minecraft updates that didn't work either. Anyone else having this issue??

Make sure you have Java installed and try running Jarfix once, then try the installer again.
