I am trying to install forge for 1.16.4 and have tried reinstalling java and the launcher, and i am sure the version is correct. Every time i try to run the installer I recieve this message:

"CouldNotLoadArgumentException[ Could not load file/URL specified: C:\Users\djole\Downloads\forge-1.16.4-35.1.12-installer.jar]

This is a different report than i was getting before i reinstalled everything but i dont remember the exact exceptions. 

Here are my laptops specs:
Inspirion 5591 2in1

Processor: Inter(R) Core(TM) i7-10510U CPU @ 1.80GHz 2.30 GHz

Installed RAM 16.0GB (15.8 GB usable)

64 Bit Operating system, x64 based processor

Intel(R) UHD Graphics

 

I feel like i have uninstalled and reinstalled everything but it wont work. Any help is appreciated.
