I'm trying to install Forge Version 14.23.5.2854 for 1.12.2, but for some reason one of the libraries needed won't download. Here's the error log:

I've tried everything to get it to work. I've used the built-in installer, used the command prompt and ran the file that way, hell I've even manually installed the file itself, but while it fixes that problem, it makes it so that I can't even boot up minecraft. Any help would be greatly appreciated. And no, don't tell me that you can't help because it's an unsupported version. I need answers, as I have literally searched up and tried every solution, but none have worked for me.
