I try to make an normal modded server and even when i have NO mods in it it doesent work

and if you whant logs you need to show me how to put the logs here

    my firend helped me already thx for trying to help sry if i robbed you time 
    and if someone has the same problem say to him that he needs to start the minecraft server first with the minecraft server.jar and after that with forge
