I downloaded forge and tried to open it, but it doesn't work, so the 1.12.2 14.23.5.2855 version

Please post logs as advised in the FAQ to an external site, such as https://mclo.gs , and post the link to it here. I would just use the vanilla launcher, to rule out any sort of 3rd party launcher issues.
