Forge installers won't work, even 1.16.5

I downloaded the 1.16.5 forge installer and java. I run the installer and I get an error saying "Unable to start the application" when I click to see more errors it just says that it couldn't load forge and that the file was too large? I tried reinstalling java and forge but got nothing.

Forgot to mention, mods work and playing modpacks do work using curseforge.

Oh well I double clicked and it still didnt work. I had to set it actually before because there was another program taking up the jar section but I think I put the wrong thing.

When I installed java, and forge installer. Something was taking up the spot for .jar files. I had to change it to Java but I think I changed it to Java Web Start and I don't know how to fix it.
