Won't let me open up forge

When I download forge, ( I already downloaded java), it wont let me actually open the window. It gives me a window that says "open up with internet explorer" or some other options. I tried opening it up with internet explorer but it didn't work, it just gave me options to save or to open, which didn't actually open the forge window tab. After that, I pressed onto "open with Java" and it asked me if it can make changes to my pc and I said yes and then after that it said error, along the lines of not being able to open Java. Can somebody please help me or guide me?

It keeps telling me there's an error when I open Forge.
