Cant Run Forge Server

I have a custom modpack that i have been playing for long time and i wanted to turn it into a server to play with my friends but how much i try i cant get it to work like i tried 2 programs and my manual work to remove some mods (especially client sided mods) but no hope
it is 1.20.1 forge (latest) and had 525 mods with fabric ones (sinytra connector) but i cropped it to 425 mods:

True Ending Ender Dragon Overhaul: Ender Dragon Not Perching

This is most likely caused by Epic Fight. With Epic Fight, the Ender Dragon sometimes lands on the ground and attacks with its claws instead of perching on the portal.
I had the same issue, so I made a small mod that removes the dragon’s invulnerability so the fight doesn’t get stuck. https://www.curseforge.com/minecraft/mc-mods/epic-fight-true-ending-compatibility
