You should upgrade through 1.19 first. This is usually caused by having a very old version of java installed. Try updating it, or downloading a more recent release: https://adoptium.net/ It can also be caused by wrong configuration in your hosts file. c:\Windows\System32\drivers\etc\hosts or /etc/hosts on other OSes.
