I don't know any reason why Powershell of all things would be coming up to kill the installer, unless you have some kind of anti-malware that's being overeager or malware that doesn't like Java programs.

No, I meant the copy of the file you have. But if that's the page you got it from then it should be correct provided you didn't click on any ads.

At this point just paste it into paint then save and upload

Can you be more specific about what you mean by "java opening and download screen" and "doesn't let me use the launcher"?

There is a reason we always recommend removing Optifine as a first step.
On that note... please try removing Optifine.

We do not provide support for "hybrid" servers that hack Forge together with Bukkit or it's derivatives.

If you can reproduce the issue using a stock Forge server please provide a debug.log from it.
