If you want to make your own game I would suggest Unity (which uses C#) or Unreal (which uses C++ or their Blueprint/node-and-wire system). Minecraft's engine is NOT made to be modded.

The launcher should not even be attempting to download that file. How did you install Forge?

Just move it to some place that's not backed up by OneDrive, i.e. outside of your user folder.

I've no idea how much VRAM your Laptop's GPU has, but the error mentions being able to fit Pixelmon's textures into the texture atlas.

Something is stopping the installer from putting files where they need to be.
