If you want to make your own game I would suggest Unity (which uses C#) or Unreal (which uses C++ or their Blueprint/node-and-wire system). Minecraft's engine is NOT made to be modded.

It's Buildcraft and MatterOverdrive. If this is a pre-made pack complain to the pack maker, if this is something you put together make sure all your mods are up to date.

The launcher should not even be attempting to download that file. How did you install Forge?

Just move it to some place that's not backed up by OneDrive, i.e. outside of your user folder.
