it's still downloading the same way am I supposed to download it with java because I don't know-how

where is that because when i click installer it just downloads the same thing then tells me i cant open it

I only have the java version by windows 10 I mean that's what my laptops program is I have downloaded the java version of Minecraft I've been playing on 1.12.2 and have decided to move on to 1.14.4 and when I go to download it I usually click the windows download button that's usually the biggest, however, I don't see it and when I just click where it says launcher I just get a file similar to how a mod would download and when I try to open it my computer tells me its unable to be opened like it would do when I try to open a mod basically, it downloads like this{in bottom corner}

umm so when i try to download forge for windows its not showing up does it not exist or isn't made yet or something or can somebody lin me a download because when i click installer forge downloads and looks like a mod and my laptop tells me unable to open find a supported version or something like that
