valhelsia_core seems to be causing issue. Try using a newer version and see if it fixes it, or if you already have the newest version, try removing and report the issue to the mod author

The log shows it's using java 17 so it shouldn't be an issue. Do you have enough ram allocated?

install tetra and install MidnightLib 0.6.1 - 1.19 version of that mod

The server is lagging a lot but it would be hard to say that it's due to it trying to exceed the ram allocated. Take a look at https://github.com/LunaPixelStudios/Better-MC/wiki/Performance-Guide

Try using the recommended version of forge in https://files.minecraftforge.net/net/minecraftforge/forge/index_1.19.2.html which is 1.19.2 - 43.2.0. As of now your using 1.19.2 - 43.2.6
