One possible solution would be to try reinstalling the voicechat mod and ensuring that all of the necessary files are present. If the issue persists, it may be worth reaching out to the mod developer. or the issue might be related to optifine -
One possible solution is to try deleting the forge-common.toml file and letting Forge generate a new one. To do this, navigate to your Minecraft installation folder and locate the config folder. Inside the config folder, look for the forge-common.toml file and delete it. Then, restart Minecraft and see if the issue is resolved.

1) Move the server files somewhere else and not in onedrive folder 2) You seem to have client side mods on the server, so you should try removing those 3) Use java 17, not java 19
