    Unable to install mods on my Forge server

    So I'm an amateur server host trying to get a Pixelmon server running for me and my friends. Upon installing the recommended version of forge that I know is compatible with the mod (1.8.9-11.15.1.1722), getting the server up and running, and attempting to install the mod, I came across a couple points of interest. Firstly, upon installing the forge server stuff, there was no mod folder. I don't know if this is intentional or not, so I created one. I dump the mod files into that folder, run the server, and gaze upon my failure, a perfectly vanilla world. I have no idea how to fix this, or what the issue is, though I know it is unrelated to my version of Pixelmon, and the mod install itself. Any help? Really hoping this an oversight on my part. I've run modded forge servers in the past, and this has never been an issue. http://pastebin.com/w4aUsX8q I hope that's the right log.
