Forge 1.16.5 server doesnt start: "no server set"

I tried setting up a forge 1.16.5 server to run atm6 on it but when i start without the mods, its doesnt launch whatsoever but when i insert the mods, atleast the cmd doesnt directly closes but instead gives me the error "[Server thread/ERROR] [minecraft/MinecraftServer]: java.lang.IllegalStateException: No server set."

 

I am using forge 1.16.5-36.1.23 and java 8
