Forge Server 1.12.2

Mk, so this has been the most annoying thing I've ever com across with Forge.

I'm making a forge server yeah?

The installer works.
It downloads forge-1.12.2-14.23.5.2855.jar, minecraft_server.1.12.2.jar, 1.12.2.json, and libraries.

But no universal. Suspicious and a problem already.

Then, I try to open forge-1.12.2-14.23.5.2855.jar to get it to download the needed stuff, and get the eula. 
I double click, and NOTHING happens. It doesn't open, it doesn't give a crash report, it just does nothing. Doesn't download anything, doesn't fix anything.

What in the hell is going on? I've been trying to find answers anywhere possible and found nothing, so FINALLY I'm looking here.
