forge .jar file dosent install in the versions folder (only the text file installs)

so when i download forge 1.8.9 and run the installer it just downloads a text file and puts it in my versions

 

the jar file which is what makes forge work dosent download

 

i have java to the latest version and i reinstalled it multiple times

1.8 is no longer supported on this forum.
Please update to a modern version of Minecraft to receive support.
