Problem with Forge-Installer [1.12.1]

Hello

my problem is that my win-installer and .jar-installer files do NOT open. To be exact: NOTHING happens, except the fact that a .log file is created (to be seen in the attachment).
Does anyone know what is going on and especially how I can fix this?

Please update to a modern version of Minecraft to receive support.
