The problem is exactly what the title states Minecraft Forge Server Not Detecting Mods Folder the server starts up with no problem besides not detecting the Mods folder with the mods in it. It seems to be starting up as a vanilla server, but I don't know why. There are no crash logs because nothing crashed. It seems to be trying to run a Vanilla Server even though the forge and mods folder ARE there not sure why though.   Does anyone know what I might have to do to fix it? And yes, I do have the forge server thing installed and is in the same location as the server startup and everything else that the server requires such as the mods folder. This is for Minecraft Version 1.16.5 and Forge Version 36.2.2.

Some information I forgot to include

How are you running the server?
Show us exact command you're running. Don't say a script or batch file, we need the command.
Sounds like you're running the vanilla server, not Forge.
Also, don't rename any of the files the installer makes.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

Here is the command I am running to start the server, (it is in a batch file)

java -Xmx3702M -Xmx3702M -jar minecraft_server.1.16.5.jar nogui PAUSE

And sorry I took so long to respond I had to get off around an hour before you responded to go to sleep.
