No mods folder generated

After creating a mod server, I ran the forge file and nothing happened, I launched the minecraft_server file and the server started but I couldn't use any of the mods. I was in the correct version of forge for it, I created a mods folder myself but it didn't work. No mods folder was generated after getting past the Eula nor when the files were generating when first running the minecraft_server file. The image shows a new server I tried to create but to no avail.

Oh I don't think it works because it's too old

Also, 1.12 is old you can find the answers yourself if you do some searching, as they have been answered a thousand times while 1.12 was still supported.
