Need help downloading forge

Hello,

 

I am trying to download forge 1.12.2. Ive never had issues with downloading forge in the past however now I am having issues. I know for forge you need to have java installed. I have just installed it and whenever I download the forge it downloads as a internet explorer link. I cannot do anything with it when I Download it. When I try to download it with something else it gives me the option to download it with winrar. If someone could please explain why this is happening and how to fix it that would be amazing.
