Minecraft Forge Server Not working Proper

I download the forge 1.12.2 installer and install a server to a folder I made for the server I double click the forge.jar file I was told to click to download the files such as the euala but nothing happens then I run it with a bat file and it gives me an error something about needing Java 10-8 but I have the JDK 17 and Latest java update so why is this not working.

1.12 is no longer supported on this forum.
Please update to a modern version of Minecraft to receive support.
