Can't install any version of forge server

Yes, I have updated java, and uninstalled and reinstalled it.
I've tried it on 1.18.1 and 1.12.2.
My antivirus is off (Windows defender)

I am not 100% sure, but I believe Java 17 is only for Minecraft 1.18 

For previous versions (or at least for 1.12) try with Java 8 (Also called 1.8.0)

PS: Apparently for MC 1.17 it's Java 16 that is needed.
