Basically one of the biggest hurdles in running any sort of custom config'd server is getting all the users using the same configs.  It would be awesome if the correct config just downloaded from the server.  If that's not possible, an option to have a message when they don't match so that server operators could provide a link/instructions would be great.

It does spit a message when item ids dont match. However, theres not anything we can do to detect 'generic' config differences.

As for downloading anything from the server, that wont happen, and can't happen because we would have to restart the client to apply such changes.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

So you can't detect when two files don't match in the respective config folders?

How is restarting the client a bar against doing things?  That has to be done regardless when a mod is missing or there's a config conflict.

We don't have file access to the server from the client. And we can't gerentee that the config file is exactly the same on the server or client. It's up to the modders.

Aside from that we have to worry about file locks and mods doing painful things with that.

As for restarting the client. That has to be done by the user, it's not exactly trivial to be done our end and there's really no way to make it 'smooth' for the end user.

There are ways to do systems that you want to do. But to do it sanely you should do it pre-launch.
