Some zip managers like to take control of the .jar file extension away from Java.
Make sure you have Java installed and try running Jarfix once, then try the installer again.

that did work but my server still wouldnt start.

You installed Optifine on a server. Optifine is a client-only mod. After that your server ran out of memory.

is there any way to increase memory?

if im correct, you have to create a .bat file then put

@echo off
java -Xmx8G Xms6G -jar forge-1.16.5-36.2.28.jar nogui
PAUSE

into it. if i am then its not working.

    • The crash points to moonlight lib - try other builds or make a test without this mod and the mods requiring it
    • Do you have shaders enabled? There is an issue with the mod simpleclouds - remove this mod or disable shaders, if enabled
    • Maybe you need to create file in assets/<modid>/items/<itemname>.json with content like this:   { "model": { "type": "minecraft:model", "model": "modname:item/itemname" } }
