Forge 1.16.5 server not starting

I'm sure people get tired of seeing these but I have tried everything else and am lost.

I've tried the solution given in the thread below, which matches my log, but it did not work. Any help will be greatly appreciated.

the log you post is from version 36.2.22 but the latest version is 36.2.29, update Forge
