Forge 1.16.5 jar will not create new files

I made a new server for Forge 1.16.5. I put in all of the server jars, made the start.bat file, and I double clicked on the forge.jar file to make it create new files. It didn't.
idek what to do at this point lol please help

run the server via the scrip file (.bat/.sh)

Thank you, but the problem is still there. Once I run the .bat file, it pretends it is a normal server and completely ignores the forge jar file. B r u h .

did you modify the .bat file or did you rename the .jar file
