Why aren't any new mods loading

Why aren't new mods loading into my game, I open up my mod folder and drag them in but they don't show up when I check the mods tab in game and if I remove old mods from the folder they stay in as well

You have to restart the game.

Even after I restart the game they still do not work

Then you need to read your log file, and make sure they are Forge mods.
