My "mods" folder won't load any mods

whenever i put a mod for forge in the "mods" folder (located in %appdata%/minecraft) and then start minecraft with forge it doesn't show that I have any mods installed except for the  3 necessary mods. I have deleted the folder and still nothing works. Help!!!

    I do Forge for free, however the servers to run it arn't free, so anything is appreciated.
